2008-005 LG

Michigan Elevator Rules
(Energy, Labor & Economic Growth, Bureau of Construction Codes)

To update the Michigan Elevator Rules to adopt the ASME A17.1-2007, A 10.4-2007 and A18.1-2005. The code covers the design, construction, operation, inspection, testing, maintenance, alteration, and repair of elevating devices.

Ionizing Radiation Rules

The IRR provide for the control and regulation of sources of ionizing radiation. Sources of ionizing radiation include x-ray and other radiation producing machines and radioactive material. Due to executive orders noted below, both the DCH and the DEQ have regulatory authority over selected portions of the current IRR pertinent to their department's activities. New rules will be promulgated by each department that will eliminate this dual regulatory authority. Rescission of the entire IRR is planned, with the DCH rescinding the portion of the IRR under its purview, and concurrently the DEQ rescinding the rules under its purview.

The 2008 version of the National Electrical Code (NEC) is available for adoption. The code contains provisions relating to revised standards and new materials.

Administrative Rules Governing Prequalification of Construction Contractors
(Transportation, Bureau of Finance)

The proposed rule changes will allow larger potential bidders to submit their applications to the department every two years, instead of annually, which is currently required. The posting of the Engineer's Estimate will no longer be required with the advertisement of projects; rather, it will be optional, which will allow the department to conduct a pilot study to analyze the results of bids for projects which have Engineer's Estimates posted, versus projects which do not have them posted. The study originates from a recommendation by the department's Office of Commission Audit, and when completed, will satisfy that recommendation.
